Ok, I see, so they just borrowed the technology without idea how it works, but they tuned it to be a receiver of some specific time/space point because this point is... (I have no idea what is specific)

Yes, they "borrowed" a lot of tech, without a clue as to how it worked. Sometimes, I still believe that haven't figured it out yet.
